NYT quote from congressional testimony:
"Powell said he read a transcript of '`what bin Laden -- or who we believe to be bin Laden' will be saying on the Al-Jazeera Arab satellite station later Tuesday, 'where once again he speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq.'
...At a separate hearing, CIA Director George Tenet said that he, too, was aware of a new communication from bin Laden, but told the Senate Intelligence Committee he had not been briefed on its contents. `I don't know what the contents will be,' Tenet told the panel."

Let's think carefully about this... bin Laden, world's most wanted man, and definitely a very cunning and devious guy, somehow accidentally delivers his new tape to the State Dept. before it gets to al Jazeera or the CIA? I don't think so!
How did Powell know what the supposed tape said when Tenet did not?
We can draw two conclusions from this story:
1. bin Laden want to help the US government build a case that al Qaeda is in league with Iraq for his own purposes. We've been told he hates Saddam Hussein and Iraqi socialism.
2. or, bin Laden is still an ally of the US government and he is fully cooperating in achieving US ambitions to directly control Iraqi oil.

It's fairly obvious that something is amiss when Powel knows the contents and a call to Al-Jazeera reports that they have no such tape. Yet later they *suddenly* have a tape. Could it be our courier was delayed? Hmmmm.
Third, why would Bin give creadence to any cooperation with Iraq. That's the last thing he would do if it were true. Right now he has america where he wants it... to say he's in cahoots with Iraq would lend validity to the US claims thus allowing us to gather international support. He would do no such thing. But WE sure as hell would. We would, in an instant, come up with a fake Bin saying he works with Iraq - cause we can wave it around and yell "see? see? see?".
I personally believe Osama is playing our game, i.e. Dick Cheney's oil game, aka the Great Game.
