Who's spraying these Chemtrails in the U.S.?

I've heard on Alex Jones (at http://WWW.INFOWARS.COM) that our government is spraying us with white blood cells, that's the chemtrails that are in the sky all the time. The government has the okay to do experiments on us, without telling us! Can you believe this! How does this kind of thing happen! It's crazy!
