DUHALDE: proposed legislation aimed to "reform" the political system. The measures include to eliminate wages for City Council members in small cities, reduce 25% the number of members of the House and other measures. The project is criticized as an attempt toguarantee the seats for the two main parties of the ruling class and eliminate the opposition from the left.

The President also proposed to hold Presidential elections and "maybe elections for other federal offices" sometimes during the month of September, 2003.

DUHALDE: propuso legislacion dirigida a "reformar" el sistema politico. Las medidas incluyen eliminar los salarios de los concejales municipales en pequenas ciudades y reducir el numero de diputados nacionales en un 25%, entre otras. El proyecto de ley esta siendo criticado como un intento de garantizar los puestos electivos para las dos mayores fuerzas de la clase dominante y eliminar la oposicion de partidos de izquierda.

El Presidente tambien propuso llevar a cabo elecciones presidenciales "y tal vez de otros puestos electivos nacionales" en una fecha todavia imprecisa del mes de Setiembre del 2003.

RUMOR MILL: There are consistent rumors of a possible coup d'etat by a civilian/military junta. According to the rumors, the so-called "carapintadas", right wing nationalist militarymen and sectors of the right wing of the Peronist movement and the church are conspiring to take over. The head of the "carapintadas", Colonel Seineldin is serving a prison sentence for previous attempts against the "democratic system." The head of the Armed Forces, meanwhile, denied the version that the army could replace the police to "keep law and order."

The PCR (a maoist outfit) declared that during the December uprising, the "nationalist wing" of the Armed forces - which they support - was active promoting a "civilian/military" transition government but that the plotting military did not have enough support among cadre of the Armed Forces at the time.

According to the rumor mill, the preparation for a coup were accelerated after the suspension of the mass demonstration in support of President Duhalde by the Peronist party last week. The demonstration was suspended, according to the sources, because the Peronist were afraid that they would not bring enough support unto the streets.

SON RUMORES: Corren rumores incesantes de un posible golpe de estado para imponer una junta civico/militar. De acuerdo a estos rumores, los llamados "carapintadas", de extracion derechista y nacionalista y sectores de la derecha peronista y la iglesia estarain envueltas en el complot. El dirigente de los "carapintadas", coronel Seineldin, cumple actualmente una pena de prision por intentos anteriores contra el "sistema democratico." Por su parte, el jefe de la Fuerzas Armadas desmintion que le ejercito fuera a reemplazar a la policia para garantizar la "ley y el orden."

El PCR (un partido maoista) declaro que durante las revueltas de Diciembre, el "ala nacionalista" del ejercito al que apoyan, estaba activamente promoviendo la creacion de una junta "civico/militar" como gobierno de transicion, pero que no encontraron estos militares suficiente apoyo entre sus companeros de armas.

De acuerdo a fuentes interesadas de los rumores, las tratativas para un golpe de estado se aceleraron despues del fracaso y posterior suspension de la manifestacion en apoyo a Duhalde la semana pasada. La medida fue suspendida por el temor del Peronismo de no ser capaz de movilizar suficiente apoyo en las calles.

ENTRE RIOS: Hundreds of state and municipal employees in the capital of this province demonstrated today demanding stability in their jobs and the payment of their wages. The police attacked the demonstrators with rubber bullet and nauseating gas. According to the police, the workers were buring the doors of the government house to take over the building.

Cientos de empleados estatales y municipales en la capital de esta provincia se manifestaron hoy para exigir el pago de sus salarios y la estabilidad de su fuente de trabajo. Los manifestantes fueron atacados por la policia que uso balas de goma y gases vomitivos para dispersarlos. De acuerdo a declaraciones de la policia, reprimieron cuando los manifestantes estaban incendiando las puertas de la Casa de Gobierno para apoderarse del edificio.
