US marines hand Fallujah over to Saddam general
The US is seen in such a bad light by Iraqis these days that the US government is trying to reduce criticism of human right abuses in Fallujah by bringing in one of Saddam Hussein's general's to subdue the city. While the US media pretends that many of those in Fallujah supported Saddam, most independent reporters who have visited Fallujah have reported that the bulk of those resisting are Islamic fundamentalists who were opposed to Saddam. The US is realizing the need to hire Iraqis to run death squads (to take the heat off US troops) and the hiring of Saddam's generals and secret police is just one step in this process. The choice of Negroponte to run Iraq after June 30th should be seen as the clearest sign of where the US is headed; Negroponte's ties to Central American death squads in Honduras and Nicarague provide him with the experience needed to create groups that can carry out attrocities for the US while the US claims the attrocities are by vigilantes and they have no control.
US marines announced the end of the bloody, near four-week siege of Fallujah today and will hand the city over to an all-Iraqi force, commanded by one of Saddam Hussein’s generals .

Under a deal reached last night, a new Iraqi force known as the Fallujah Protection Army is to start moving into the Sunni city to impose security on Friday, marine Lieutenant Colonel Brennan Byrne said.
Marine forces will end their siege of Fallujah, pulling back from their positions in and around the city, while the FPA forms a new cordon around it and then moves into the centre, Byrne said.
“The plan is that the whole of Fallujah will be under the control of the FPA,” he said.

FALLUJAH, April 29 -- The U.S. Marines announced a new plan Thursday to replace U.S. forces in this embattled, mostly Sunni city with a small army of ex-Iraqi soldiers and commanders who would be charged with subduing insurgent activity and stabilizing the city. There was no sign of any new agreement with the insurgents who have been battling the Marines for three weeks, however.

This new "Fallujah Protection Army," Byrne said, would be a subordinate command reporting to Lt. Gen. James P. Conway, the commander of the 1st Marine Expeditionary Force, which is in charge of Western Iraq, including Fallujah.
"They will bring in former Iraqi soldiers who are committed to fighting and maintaining the peace in Fallujah," Byrne said.

A Marine officer familiar with the arrangement said the force would be made up largely of Iraqis with prior military experience. But it was not clear how much vetting, if any, would be done, given the pressure to form the force within days. The officer acknowledged that some former insurgents may well be part of it, creating the potential situation of U.S. troops having to work with people who have very recently been shooting at them.

Plans to begin joint patrols on Thursday were postponed until at least Friday, Marine officials said Wednesday. No reason was given, but intense clashes between insurgents and Marines on Wednesday have elevated tensions in Fallujah. The postponement also would give the Iraqis additional time for training.
On Thursday, officials said the joint patrols are off the books until mid-May, at best.
