Do Cops Have to Shoot to Kill?

The mentally ill seem to be an easy target for trigger happy cops. Are cops trained to kill someone instead of disable? If so, what does that say about our culture and government?
Do police always have to shoot to kill when they are threatened? Does anyone know, are they trained to kill instead of to disable a person? The case below of a mentally ill person shot and killed on I-880 by one of the highway patrol makes you wonder. I don’t know about you but I’m tired of the mentally ill being blown away by cops who feel threatened. If it was you or I, we would disengage or call for help – not murder someone. And hopefully, if we did have a firearm, we would try to disable a person as versus trying the kill the person.
