Open letter to San Francisco Police Chief, Bill Scott

The following is an open letter to San Francisco Police Chief Bill Scott regarding my deep dark history with the department, and the aftermath of that history towards that darkness into the light.

Dear Chief Bill Scott,

October 7th is a very historical memorable event, which will be at the very end of this upcoming week. A very deep dark episode occurred upon my life courtesy of a dozen members of your department: The San Francisco Police Department on October 7th, 2005 at 12:50 p.m.

Because of such atrocious actions prompted by the main protagonist, Officer Angel Lozano it also prompted me to attend every single police commission meeting every single Wednesday at San Francisco City Hall R.M# 400 at 5:30 p.m.

At the time, the leadership was under the direction of the first female officer, Heather Fong. The Office of Citizens Complaints in 2006 sustained my primary allegations of Use of Force, Unlawful Detainment, and ultimately Unlawful Entry.

On November 7th, 2007 Captain Richard Corriea read my proposed policies of solutions to the Board of Police Commissioners I sent to him via email, as well as to Miss Fong herself.

After a discussion, and acknowledgement of my self assertiveness and leadership in the issue, I was thanked by Petra Dejesus and Theresa Sparks.

Shortly thereafter, I was invited to the S.F.P.D Academy in Diamond Heights, by Captain Corriea to discuss my experience of officers being in the field of interactions regarding judgement calls, particularly when they interact with tenants living in Single Room Occupancy Hotels.

Commissioner David Campos and Officer Nate Steger also attended, as well as community advocates I've worked alongside with since that incident.


In the following years, I moved to Portland, Oregon where I'm more committed to community level interactions via Street Roots, as one of its vendors and occasional writers.

The primary reason, and purpose of my email to is my path of healing internally. I'm aware that you're department (like many throughout the nation and internationally) have come under fire many times regarding race relations, and biased policing by your officers.


Mr. Scott, I do feel that though it's been a VERY long time coming I am due and notwithstanding owed an official apology by your department.

This incident occurrence upon me, of course did NOT happen under your chain of command, but however justice is always due in the manner of the acknowledgement of accountability between human beings.......not just between a police officer and a citizen.
