These rates aren't listed in downloadable government spreadsheets. The rates had to be calculated from the obscure data of the Bureau of Justice Statistics. Please distribute widely. While you can.

ABOUT 100 FEMALE LEGISTRATORS VISIT MEXICO PRISON TO GET A LOOK AT DRUG REHAB PROGRAM
The inmates are put through the program and then trained to run it inside the prison. They then in-turn put others through and train them and so on. When they leave prison they are certified drug rehab counselors and can start programs in the community if they wish....
